Colonel Theophilus Lyle Dickey formed the 4th Illinois Volunteer Cavalry in Ottawa, Illinois in October of 1861. He was Grant's Chief of Cavalry and led Grant's army through north Mississippi during the fall of 1862. He retired from the military in early 1863. |
